First identify the concrete risk that is said to justify the measure and assess whether the camera is suitable for that purpose. The monitored area, affected people, operating times and actual use must correspond to the statutory basis. A general reference to security does not replace this case-specific assessment.

For a complaint, the relevant period, your concrete involvement and the competent authority’s response also matter.
